 PRE ARRIVAL INFORMATION
ETA's:
The shipowner notifies ETA to the agent and the agent notifies Constantza Port Administration, the Harbour Master's Office and the stevedoring company.

 The notice must include:

The following information shall be provided by radio to Harbour Master's Office 24 hours prior to arrival by all vessels calling at Romanian maritime and Danube maritime ports:
General information for all vessels:
1.ETA/ETD
2.Vessel's name / former names / callsign / flag
3.IMO number /MMSI number
4.Type of vessel / year of build
5.GT, NT, Dwt, LOA, beam
6.Max draft, arrival draft, intended departure draft
7.Owner's /Operator's / Charterer's name and address

10.Number of crew (including Master) / number of passengers
11.Purpose of call
12.Last port of call / next port of destination
13.Cargo on board, cargo to be discharged / loaded, quantities / hatch distribution. (if dangerous cargo, UN number / class in accordance with IMDG or IBC, BCH, IGC, INF Code must be specified).
14.Quantity of ballast to be discharged and provenance.
15.Capacity of sludge / bilge tanks, quantity of sludge / bilge.
16.Ship's statutory certificates expired on arriv al.
17.Validity of ISM Certificates (DOC, SMC).
18.Date and place of last PSC report.
19.Any deficiency of hull machinery or equipment which may affect safe manoeuvrability of the vessel, affect the safety of the other vessels, constitute a hazard to the marine environment, to person or property.

Supplementary information for tankers only:
1.Whether gas free or in an inert condition.
2.Validity of Civil Liability Certificate (for tankers of more than 2,000dwt).
3.Quantity of segregated / clean / dirty ballast on board.
4.Quantity of ballast to be delivered ashore.
5.Capacity / quantity of slop tanks.
6.COW time, if to be performed.

The following FAL documents to be handed to public authorities, on vessel's arrival / departure:

6.Minimum Safe Manning Certificate.
7.Certificate of Masters, Officers and Ratings.
8.International Oil Pollution Prevention Certificate:
   a.Record of construction and equipment for ships other than tankers.
   b.Record of construction and equipment for oil tankers
9.Shipboard Oil Pollution Emergency Plan.
10.Document of Compliance (copy).
11.Safety Management Certificate.

B.In addition to the requirements in Section A, passenger ships must have on board:

C.In addition to the requirements in Section A, cargo ships must have on board:

18.Document of Authorisation to Load Grain.
19.Certificate of Insurance or Other Financial Security in Respect of Civil Liability for Oil Pollution Damage.

D.In addition to the requirements mentioned in Sections A and C , all ships carrying noxious liquid substances must have on board:
1.International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk (NLS Certificate).
2.Cargo Record Book

E.In addition to the requirements mentioned in Sections A and C, all tankers for chemical products carriage must have on board:
1.Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk (or International Certificate of Fitness for Carriage)
2.Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk)

F.In addition to the requirements mentioned in Sections A and C, all tankers for liquefied gases carriage must have on board:
Certificate of Fitness for the Carriage of Liquefied Gases in Bulk (or International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk)

G.In addition to requirements mentioned in Sections A and C, all high speed crafts must have on board:
1.High Speed Craft Safety Certificate
2.Permit to Operate High Speed Craft

Health regulations:
Sanitary Inspection: Immediately after berthing, the Sanitary Commission checks the condition of health of all persons on board, the nature of cargo, specifications regarding possible diseases, vaccinations, etc. If there is no contamination danger, free pratique is granted to the vessel.
Customs and immigration:
Small quantities of goods are allowed for each member of the crew. The quantities, for a 5 day stay in the port, are as follows: For the Master, 400 cigarettes and 2 bottles of alcohol; for each member of the crew, 200 cigarettes and 1 bottle of alcohol.
 The quantities in excess of personal use are put under the Customs seal and may be removed only with the Customs approval.
The Immigration Office in the port of Constantza may grant transit visas for seamen disembarked for repatriation.

Notices of readiness:
After granting free pratique, a vessel moored in an operative berth receives "Harbour Master's Coming Alongside Permit" and "Custom's Loading/Unloading Permit". Afterwards the vessel may tender Notice of Readiness.
